「Python」のWindowsフルインストーラーが引退へ、「3.16」以降は提供されず

Windows版「Python」でお馴染みだったフルインストーラーが非推奨（deprecated）となり、「Python 3.16」からは提供されなくなるとのこと。代わりに「Python Install Manager」の利用が推奨されている。
